New COVID Zoning in Thailand effective from 3 August 2021

Starting from 3rd August, curfew in 29 provinces in the dark red zone is 9pm-4am. It is “forbidden” to leave your residence. Last time it was just “refrain”. No activity with more than 5 people. Restaurants in malls can open their kitchens for delivery only. No takeaways allowed.

Surat Thani, including Ko Samui, Ko Phangan and Ko Tao, is still in "Controlled area" (Orange Zone) where there's no curfew, restaurants, sport venues can still be opened as usal.
